Railway License

As stated in section 23 of the Railways Act 1991, the Minister shall approve and issue a license to operate a railway upon a submission by the applicant on a draft license document which contains the following information as specified by the Director General (where applicable):

Provison of railway services and type of railway system to be operated
Passenger services
Goods services
Transporter services
Ancillary services and facilities
Usage by other company or person of licensee’s railway tracks
Publication of terms and conditions of carriage
Maintenance of railways and railway premises
Disruption of railway service
Opening and closure of railway stations
Closure of railway routes
Consumer affairs
Payment of fees
Compliance with provisions of the Act and regulations
Review and amendment
Renewal
Exceptions and limitations on obligatons

To date, the department has issued 7 railway licenses for various types of rail operations and the license is, subject to, and valid upon the receipt of annual fee payment. The quantum of the fees and license conditions are subject to revisions from time to time based upon necessity and the approval of the Minister.
